The best way to get people to your blog is to tell as many people as you can about is so that they can tell their friends. Another way is to comment other blogs with a similar topic so that when people are reading that blog they will read that comment they will click on your blog. Try creating a funny video and post it on Youtube and other video hosting sites. Some other ways to promote your blog are:

-Post it on your Signature in Forums and Emails
-Create a Myspace/Facebook Page and invite Friends

Yup I agree with the previous responder, With TE you have you enroll in at least 10 or 12 to get decent traffic. Traffic Swarm is one them, but there are many others. if you don't want to spend any money on advertising or on minimum budget, traffic exchange is the solution. Google has changed their PR system a while back so I am not sure if anyone will know for certain. However the other poster is correct, it will help since the link will still be followed. Especially if the site is not just a spammy crap site and offers quality content.
